On June 13th .2003, the Central Financing and Contracting Unit of the Ministry of Finances issued a request (ref. EUROPEAID/114724/D/SV/RO) for services to be provided to the National Authority for Communication Regulation in a project entitled “Assistance for Drafting and Promoting Regulations and Ongoing Technology Transfer for Enforcing the Legislative and Regulatory Framework, Training and Assistance for Training Strategy, Curriculum and Training Material, Development of the Training Centre, Romania”.

    The project value is EUR 2,300,000 and the funds are provided by Phare.
InterConnect Communications, Sova, Ratiu & Asociatii, KPMG Romania SRL and Avantera SRL formed a consortium to respond to this request, with InterConnect Communications leading the consortium.

   The candidates were selected based on a limited auction, in accordance with the Practical Guide to contract procedures financed from the General Budget of the European Communities).

   The consortium won the auction and a contract for consulting services (Master Agreement) was concluded on November 29th, 2003, between the Central Financing and Contracting Unit and InterConnect Communications as leader of the consortium.
